Changes that took place in the economy and social system of the USSR made it necessary to change the Constitution.
Under the chairmanship of I.V. Stalin, the Constitutional Commission drafted a new Constitution of the USSR.
In November 1936, the Eighth Extraordinary Congress of Soviets was opened in Moscow. The report «On the Draft Constitution of the USSR» was presented by I.V. Stalin. The congress considered the project of the Constitution and on December 5, 1936 adopted a new Constitution. This day was declared a national holiday – the Day of Stalin’s Constitution of the USSR.
